Bihar Voter Enumeration Form 2025: Required Documents List

If you are a resident of Bihar and planning to fill the Enumeration Form 2025, you must prepare the following documents based on your birth year and eligibility. These documents are necessary to verify your identity, address, and age.

General Documents (All Applicants)

• Aadhaar Card
• EPIC Number (Voter ID), if available
• Passport Size Photograph
• Address Proof (Ration Card, Electricity Bill, Rent Agreement, etc.)

Group-Based Document List

Group 1: Name in 2003 Voter List

• No documents required
• Just upload or submit a highlighted copy of your name from the 2003 electoral roll

Group 2A: Born before 1st July 1987

Any one document showing Date of Birth and Place of Birth, such as:

• Passport
• 10th Certificate
• Birth Certificate
• Government-issued ID/Certificate before 1987

Group 2B: Born between 1st July 1987 and 2nd December 2004

• Own Birth Certificate
• Any one parent’s Birth Certificate or Electoral Roll extract (2003)
• If parent is listed in 2003 roll, just highlight their name in the roll

Group 2C: Born after 2nd December 2004

• Own Birth Certificate
• Birth document of both parents
• Highlight parents’ names in 2003 Voter List if applicable

Other Valid Documents (Any One)

• Passport
• Government-issued ID card (Central/State/PSU)
• Pension Payment Order
• Matriculation or School Certificate from a recognized board
• Permanent Resident Certificate
• Caste Certificate (SC/ST/OBC issued by competent authority)
• NRC Extract (if applicable)
• Family Register issued by local authority
• Land/House Allotment Letter from the government
• Forest Rights Certificate (for tribal residents)

Bihar Enumeration Form 2025 – Online & Offline Form Filling Process

Online Form Filling Process

• Visit the official Voter Services Portal: voters.eci.gov.in
• On the homepage, click on “Fill Enumeration Form Online”
• Enter your EPIC number and verify using OTP sent to your linked mobile number
• After verification, your pre-filled details will appear
• Carefully review and update your personal information (if needed)
• Upload the required documents (if applicable)
• Click on “Preview” to check the filled form
• Finally, click on “Submit” to complete the application
• Save or note the reference number for future tracking

Offline Form Filling Process

• Booth Level Officer (BLO) will visit your home between 25 June to 26 July 2025
• BLO will provide a Pre-Printed Enumeration Form
• Review your details (Name, Address, EPIC No., DOB, etc.)
• Make necessary corrections manually in the form
• Attach required documents and passport-sized photo
• Submit the form directly to the BLO
• Get the acknowledgment slip or reference number
